At this point, you're looking at TEs who should be considered based only on their ceiling of potential. Fannin's athletic ability and route skills are on par with Sam LaPorta's when LaPorta entered the league.
David Njoku's contract is up next year and the Browns are returning to more sets with two tight ends this year. Njoku is a good zone route runner who can win man-to-man with routes that break across the field or vertically.
Fannin is good at routes breaking back to the quarterback or hard breaks to the inside/outside against man coverage.
With a good camp, Fannin could earn frequent playing time. With an Njoku injury, Fannin could become a fantasy factor in 2025.
