It is clear that Penix will not be the opening day starter. That doesn't mean as soon as he is fit that he won't start and given the many flaws of Tua Tagovailoa that may be sooner rather than later.

Tua Tagovailoa will begin the season as Atlanta's starter while Michael Penix continues rehabbing a second torn ACL in his knee. Penix is throwing in OTAs, but he's not ready to start. The good thing for Atlanta's receiving corps is that both quarterbacks are lefties, which creates continuity for them as pass-catchers.
Tagovailoa lacks Penix's range and velocity as a thrower, but he has has strong accuracy with the throws in his wheelhouse. Kevin Stefanski and Tommy Rees will run an offense that uses multiple tight ends to enhance the ground game. This should set up the play-action passing game.
If Penix can return midseason and Tagovailoa struggles, Penix could reclaim the starting role this year. The big question for Penix is whether Rees and Stefanski will ask Penix to work from center or from shotgun. If it's the latter, Penix should have no problem adjusting to the scheme.
