Davis can deliver fantasy starter production in the vein of David Montgomery if he earns the touches. Don't expect the Bills to use this kind of split between James Cook and Davis, but an injury or a great camp could alter it.
Davis is a good backup who will earn a situational role for the Bills until the situation changes. Even so, expect Davis to split time with another back if Cook gets hurt.

The Bills' offense led the NFL in both Expected Points Added per Play and Rush Expected Points Added per Play last season. Ray Davis is in an incredible fantasy environment and is a very good player who has produced everywhere he’s been. We already received a glimpse of his contingent upside should James Cook get injured or his contract negotiations head South. Ty Johnson helps form a three-headed monster, but Davis is the clear number two. In Week 6 with Cook out, Davis played on 58% of the offensive snaps (Cook’s season-high was 61%), carried 20 times for 97 yards, and caught 3 passes for 55 more yards.

Davis feels like the kind of back who gets better the more touches he gets in a game. Unfortunately, his touches in Buffalo will continue to be limited as long as James Cook is around so we might not see the best of Ray Davis until he gets an opportunity with more volume.
