The Chargers offense ranked 12th in EPA/Play, eighth in Early Down Pass Frequency (EDPF), and 14th in Pass Rate Over Expected (PROE) last season. Then they came out in Week 1 and had the third-highest EDPF in the league. Justin Herbert's 318 passing yards ranked third most, and his 3 pass touchdowns ranked second most last week. In the second year of Jim Harbaugh and Greg Roman's offensive system, Herbert is poised for a breakout year, even for his lofty standards. He's the clear QB1 on this two-gamer in a matchup that doesn't scare us away at all against a Raiders defense that ranked 16th in EPA/Play Allowed and 19th in Dropback EPA Allowed a season ago.
